The US and United Arab Emirates (UAE) are set to announce a deal that addresses longstanding concerns over alleged subsidies for Dubai-based Emirates Airline and Abu Dhabi-based Etihad Airways as well as fifth-freedom flying to the state.

Under the deal—which the AP reports was signed May 11 after months of talks and will be formally announced May 14—Emirates and Etihad will open their books to audits and issue annual financial statements. A similar agreement was struck with Qatar Airways earlier this year.

The two UAE carriers also signed a separate letter saying they do not plan any more fifth-freedom flying, such as the routes Emirates flies between New York and Athens and Milan before continuing to Dubai. The letter does not contain a commitment that no more fifth-freedom flights will be offered—it simply says none are planned, the report said.

While the deal has not been formally announced, several stakeholders offered their reaction to the apparent agreement.

“An abundance of healthy airlines—both domestic and international—are a critical component of American job, GDP and export growth,” US Travel Association president Roger Dow said. “We’re deeply appreciative that the administration engineered a deal which honors that principle and seems pleasing to all stakeholders.”

The Partnership for Open & Fair Skies called news of the agreement “a win for American jobs,” the organization’s Scott Reed said, adding the UAE has “finally admitted what we have said all along—its government subsidies harm competition.”

News of the deal signals and end to a multi-year row that pitted US carriers American Airlines, Delta Air Lines, and United Airlines, among others, against the Middle East carriers over the role of government financial support. The issue has received less attention in the last year or so as Emirates, Etihad, and Qatar have each battled myriad factors that have trimmed once eye-opening growth rates.

Non capisco bene i termini di questo accordo, le M3 concederanno accesso ai loro dati finanziari e non apriranno ulteriori 5a libertà e in cambio che cosa ottengono? Mi sembra un accordo favorevole solo alle compagnie americane...

In cambio ottengono di non essere prese a pedate nel cu.lo e solo perché comprano tanti aerei Boeing.

veramente l'articolo sul punto è abbastanza chiaro "The letter does not contain a commitment that no more fifth-freedom flights will be offered—it simply says none are planned, the report said" che non vuol dire che non si possono fare.

da quando entrerebbe in vigore? EK potrebbe sfruttare eventualmente la V liberta' di cui dispone per aprire sugli USA da Milano prima che entri in vigore l'accordo. Comunque nel caso se rientrasse d'attualita' l'apertura su MEX mica sarebbe un male.

Quella è una foglia di fico, per salvare la faccia alla prosecuzione dell'attuale bilaterale, "caldamente consigliato" all'epoca dagli USA, che prevede le V libertà. Formalmente resta in vigore, purché non succeda quello che alle americane non piace.

È già grasso che cola che non venga cancellato il volo EK da Milano a JFK.

Sono d'accordo. Ma mi viene una domanda forse inverosimile. E se da parte italiana si offrisse alle compagnie americane una 5a libertà per esempio su una rotta Boston ( o LAX) - MXP - New Delhi? Eè solo un esempio. Potrebbero essere interessati. E se per esempio AA fosse interessata la concessione di cui si tratta potrebbe favorire una conciliazione con QR/IG?

Però adesso Emirates è di nuovo amico degli USA e come tale potrebbe fare accordi pesanti con le americane.

White House confirms UAE fifth freedom assurance, not ‘routes freeze’

In its third version this week of what was agreed between the US and the United Arab Emirates on their Open Skies aviation deal, the White House now says there is an “understanding” that UAE airlines have “no current plans” to add fifth freedom flights, but makes no mention of a routes freeze.

The latest statement appears to clarify remarks by White House assistant to the President and trade council director Peter Navarro to aviation industry stakeholders during a telephone briefing May 14 in which he spoke of a routes freeze.

“There will be no additional routes into the United States until further notice,” Navarro said during that brief. “What we expect moving forward is transparency, full accounting, stopping of subsidies and a freeze on routes until further notice. So, there it is. And that’s strictly on the passenger side.”

The Washington DC-based lobbying organization, Partnership for Fair & Open Skies, which was hired by American Airlines, Delta Air Lines, United Airlines and US airline unions to fight Gulf carrier expansion in the US, issued a release touting Navarro’s statements. It also posted a transcript of Navarro’s remarks. On May 16, however, the Partnership removed the transcript from its Twitter feed and website.

The new White House statement says that in the “newly negotiated understanding,” the UAE has informed the US that Abu Dhabi and Dubai carriers Etihad Airways and Emirates Airline “have no current plans to begin any new commercial fifth freedom flight routes, which are of particular concern to the US carriers.”

The White House adds, “The understanding mirrors the one made with Qatar earlier this year.” In response to an ATW query, a US State Department spokesperson reiterated the fifth freedom understanding, but did not address the issue of a routes freeze.

In January, the US reached an understanding with Qatar that, like the UAE agreement, does not change the Open Skies terms in any way, but which makes side assurances that Qatar Airways has no current plans to start fifth freedom services.

Fifth freedom flights are—and remain—legal in the Qatar and UAE Open Skies agreements, but only one passenger airline uses them. Emirates flies to the US from Athens, Greece, and Milan-Malpensa, Italy. Fifth freedom rights are important to US cargo carriers.

However, while Qatar Airways has said it has no plans to launch fifth freedom service, the Doha-based airline has taken a 49% stake in Sardinia-based airline Meridiana and, since the January agreement was forged, has made significant changes to the carrier that would give access to the US market via Italy. Now rebranded and operating as Air Italy, the carrier has been set on a fast-growth track.

As part of that growth, the airline will get Airbus A330-200s and Boeing 737 MAX 8s on leasing arrangements via Qatar Airways. Air Italy ultimately will also take Boeing 787-8s that were ordered by Qatar Airways, but which are now destined for Air Italy, and which would be able to operate transatlantic flights as part of the US-European Union Open Skies agreement.

As if to underscore that the UAE Open Skies accord, signed in 2002, remained fully intact, the UAE issued a statement by foreign minister Abdullah bin Zayed May 17 in which he said that recent discussions with the US "validate all the rights and benefits--including fifth freedom services" of the original air transport agreement.

EK avrebbe dovuto spicciarsi e attivare prima la LAX invece di temporeggiare, avendo macchine e diritti disponibili ....a questo punto ce la possiamo scordare.... :cry2:

Il traffico annuale da Barcellona a Città del Messico è oltre 83.000 pax, da Milano molto meno della metà.

Peccato. Ma non potrebbe esserci una 5a via MXP fifty/fifty con Barcellona? Sempre che la 5a di Emirates non sia daily.
