Partnership for Open & Fair Skies Statement on Planned New Air Italy Routes

Washington, D.C. (May 9, 2019) – In response to reports that Qatar Airways-backed Air Italy plans to launch additional flights to North America next year, the Partnership for Open & Fair Skies released the following statement:

“While the Trump administration successfully negotiated an agreement last year designed to end Qatar’s Open Skies violations, the ink was barely dry before Qatar began to carve out a loophole. This newest announcement from Air Italy is just the latest in a string of trade violations by the government of Qatar designed to damage U.S. businesses and hurt American workers,” said Scott Reed, managing partner for the Partnership for Open & Fair Skies. “There is bipartisan concern that Qatar Airways is using its government-subsidized investment in Air Italy to launch proxy routes into the United States, breaking the terms of last year’s deal. Simply put, the only reason a failing airline like Air Italy can continue to launch new routes without consumer demand is because of Qatari government dollars designed to fuel unchecked growth.”

Air Italy’s announcement comes shortly after Secretary of State Mike Pompeo reaffirmed the administration’s commitment to stand up for American jobs against trade violations, like those by Qatar, telling The Hill that “we need to make sure these commitments continue to be honored and the Trump administration will endeavor to make sure every commitment made by every party of that agreement will continue to be honored and enforced.”

Le US3 possono abbaiare, e senatori e membri del Congresso accodarsi, ma dubito che l'amministrazione Trump vorrà fare qualcosa:
Qatar could be set to double the strength of its incoming fleet of Boeing AH-64E Apache attack helicopters, with the US Department of State having approved a potential 24-unit follow-on buy worth $3 billion.
Doha has already ordered 24 Apaches, with Cirium's Fleets Analyzer showing that the first three of these were delivered earlier this year.
"The proposed sale will supplement the Qatar Emiri Air Force's previous procurement of 24 AH-64Es, which are capable of meeting its requirements for close air support, armed reconnaissance, and anti-tank warfare missions," the US Defense Security Cooperation Agency (DSCA) says.
"The helicopters will provide a long-term defensive and offensive capability to the Qatar peninsula, as well as enhance the protection of key oil and gas infrastructure and platforms."

Describing Qatar as a "critical forward-deployed location" for Washington's military, the DSCA says the repeat sale "will allow for integration with US forces for training exercises, which contributes to regional security and interoperability".

Io penso invece che se l'Emiro del Qatar rischiasse di perdere i favori degli USA e della loro amministrazione a causa di AirItaly, non ci penserebbe nemmeno un secondo su che cosa sacrificare.
E l'Emiro in questo momento non ha propriamente buoni rapporti con i suoi vicini.

Penso che oggi l'amministrazione Trump abbia grane ben più grosse di Qatar, Boeing e US3 messe assieme. La Cina pare abbia disertato due aste per i titoli di stato americani, facendo abbassare non di poco la cresta agli USA che sono passati da muri e dazi a teneri negoziatori.

Se Donald ha capito la lezione, ne ha fatto tesoro e ha imparato qualcosa, non escludo che possa essere lui stesso addirittura a chiedere gentilmente alle US3 di abbassare i toni.

American Airlines CEO reveals why a small Italian airline is the focus of the nastiest feud in the airline industry

- Air Italy is a small Italian airline and yet, it's playing a central role in a feud between America's three largest air carriers and their rivals from the Persian Gulf.
- American, Delta, and United Airlines have long accused Emirates, Etihad, and Qatar Airways of unfairly benefiting from as much as $50 billion in government subsidies.
- In January 2018, the Qatari government agreed to not launch flights from outside of the Persian Gulf to the US.
- Weeks after that agreement, Air Italy with financial backing from Qatar Airways, announced new routes to the US.
- "That didn't seem within the spirit of the agreement, it seems like an absolute violation of the intent of the agreement," the American Airlines CEO Doug Parker said.

Air Italy is a small Italian airline with a fleet of 13 planes and yet, it's playing a central role in a feud between some of the world's great aviation powers.

Here's why.

For much of the past decade, America's three largest airlines (US3) — American, Delta, and United — have been embroiled in a heated feud with their rivals from the Persian Gulf (ME3)— Emirates, Etihad, and Qatar Airways.

The US3 have long accused the ME3 of tilting the playing field in their favor by using more than $50 billion in government subsidies to fuel their international expansion. As a result, the US3 alleges that the Middle Eastern carriers violated the OpenSkies agreements that govern air travel between the US and the United Arab Emirates and Qatar.

"The facts are those two countries, the UAE and Qatar have put subsidies into the three airlines, unlike anything we've ever seen before," American Airlines CEO Doug Parker told us. "The result of that is those three carriers fly routes without any regard to profitability and that's a concern for those of us who do have to produce profits on our flying."

Parker added, "that's an enormous threat to commercial aviation and the United States. And therefore we're really concerned about it and we've expressed that for quite some time now."
The ME3 have long disputed these allegations.

In January 2018, the Trump administration brokered a deal with the Qatari Government in which Qatar's airlines would release more detailed financial reports. A side letter deal between the two parties also included an agreement that Qatari airlines would not launch new flight routes into the US from outside of the Persian Gulf. The UAE agreed to a similar deal in May.

The agreements seemingly put the feud to rest. However, the truce wouldn't last very long.

A few weeks after the Qatari government's deal with the Trump administration was announced, Italy's Meridiana Airlines was rebranded as Air Italy with new flights to the US was announced. Qatar Airways acquired a 49% stake in the financially challenged carrier several months earlier.

"Those side letters were important, it gave the US government the comfort it needed to move forward, only to find out that Qatar had gone and acquired a certificate of some bankrupt Italian airline and it acquired 49% share but was clearly in control and was going to take its airplanes and put them into that airline and have them fly from Europe to the United States," Parker said.

Air Italy's entire Airbus A330 fleet, the aircraft used for its US flights, had previously served with the Qatar Airways. One of Air Italy's Boeing 737 Max airliners is leased directly from Qatar Airways.
"That didn't seem within the spirit of the agreement, it seems like an absolute violation of the intent of the agreement," the American Airlines CEO added. "Yeah, we don't think that's right."

In December, Delta Air Lines CEO Ed Bastian published a scathing op-ed echoing Parker's sentiments.

Air Italy issued a statement in response to these allegations:

"Air Italy is an Italian-registered and Italy-based airline. We are 56 years old (we previously were known as Meridiana), and we have served the United States for many years. Our shareholders are Alisarda, which holds 51% of our shares, and Qatar Airways, with a 49% shareholding. Our ownership structure has been reviewed and approved by the Italian Civil Aviation Authority, ENAC, and by the European Commission.

"As of today, we have a fleet of 13 aircraft, five of which are capable of operating long-haul service. While we pride ourselves on our flair and world-class service, we are puzzled (but slightly flattered) that the three very largest US carriers - which between themselves operate a fleet of more 2,500 aircraft - claim to be threatened by us."

So where does this dispute end? According to Parker, it ends with Qatar Airways-backed Air Italy ceasing its US operations.

"Where it should end is with everyone participating in the spirit of what they agreed to and that would be that airline also doesn't have any flights from outside the Gulf to the United States," the American Airlines CEO said.

Sta litania sta diventando uno strazio e mi ricorda da vicino la disputa Boeing Airbus. In pratica ogni volta che gli usa incontrano concorrenza accusano la controparte di sussidi che loro stessi hanno.
Le regole le hanno fatte loro e IG le rispetta a pieno che gli piaccia o no. Senza contare il fatto che tenere fuori IG dalle alleanze si sta dimostrando ben efficace dato che per ora AirItaly ha i suoi bei problemi a riempire i voli senza contare di quanto sia difficile venderli a un prezzo decente.
In pratica gli viene lasciato il compito di creare una nuova alleanza sull'atlantico. Una baggianata...

Io non ho mai volato IC con una delle US3 dal mio primo viaggio oltroceano nell' 85 (avro' fatto una cinquantina di traversate), mi stanno abbondantemente sui marroni da sempre, ora che ho diradato i miei viaggi negli States rispetto al passato non prendo nemmeno voli interni. Si vola malissimo con loro, da sempre, indimenticabili ahime' il "tanfo" sui 747 Pan AM e il pitch da sardina sui 757 AA... la meno peggio e' UA. Per me possono anche abbaiare, in tipico stile yankee, che non frega nulla a nessuno. Piuttosto, fossi in loro, comincerei a preoccuparmi per Boeing….

Il 763 di AA a mio avviso sarà la spada di damocle che ci dovremmo tenere fino alla dismissione degli stessi visto che a MIA di B788/9 non ne sono ancora arrivati molti. Sono quasi tutti basati fra LAX, DFW, PHX e ORD. Tuttavia vedo che già dal 1 luglio con la conseguente domanda in aumento si passerà già al B772ER per tutto l'anno.

il figlio di un mio collega nell’ultimo anno ha volato da Malpensa a Miami una decina di volte per lavoro con AA, aerei piuttosto datati e in ritardo, una volta cancellato per guasto e un’altra volta da Mxp atterrati a Madrid per guasto e riprotetti giorno dopo con altri vettori...
Da qualche mese hanno preferito IG e sinora nessun problema particolare

Questa querelle Google-Huawei mi fa pensare che gli americani lo hanno per vizio letteralmente colpire aziende straniere che minano i settori dove le loro aziende sono poco competitive. In virtù di questo forse fa bene Air Italy ad essere prudente nell'attaccare in maniera aggressiva il mercato USA. Nulla a che vedere per dimensioni, settore e giro d'affari, ma se l'atteggiamento è questo ben venga la prudenza.

Non credo che le due situazioni siano in alcun modo paragonabili. Il settore delle telecomunicazioni è strategico e gli americani ritengono la Cina un avversario globale, se non addirittura un nemico.
Il settore del trasporto aereo commerciale non è strategico, checché ne dicano i politici italiani quando devono convincerci che è cosa buona mantenere in vita Alitalia con soldi pubblici (mentre poi nel frattempo rischiano di mandare in malora settori veramente strategici), mentre Italia e Qatar sono a vario titolo stati clienti dell'impero americano e non rischiano certo di essere trattati al pari della Cina.

Infatti non volevo paragonare le situazioni, ma l'atteggiamento della politica USA che non ci pensa due volte prima di esprimersi contro, soprattutto quando l'azienda straniera è forte. Ma nulla di nuovo, solo una conferma ulteriore.

Dietro all'atteggiamento del governo americano ci sono considerazioni geopolitiche e strategiche, non commerciali, tanto è vero che dubito in Google siano molto contenti della situazione. Per questo non credo che il caso Huawei ci dica qualcosa su quello che rischia Air Italy, la quale non ha avuto e non penso avrà problemi dal governo americano.

Anch'io ieri leggendo la notizia,ho avuto la stessa sensazione. Gli USA paese a chiacchiere libero e democratico ma in realtà molto chiuso, dove piazza dazi e dispetti alla possibile concorrenza industriale internazionale. Se vogliamo dirla tutta sembra una manovra politico-mafiosa alla faccia della tanto sbandierata liberta!!
Io ho il presentimento che stiano tirando troppo la corda, non conosco bene i cinesi ma con i russi il rischio è forte, e se pensiamo che russi e cinesi sono molto piu vicini, fossi negli USA, ci penserei.

A petition circulating on Capitol Hill calling on the Trump Administration to take action on Qatar Airways over its support for Air Italy has generated a backlash from a US industry coalition including airports, cargo carriers, US travelers and New York-based JetBlue Airways.

In a draft letter to the heads of the US Departments of State, Commerce and Transportation, which was viewed by ATW, Rep. Debbie Lesko (D-Arizona) reiterated allegations made by the “Big 3” carriers (American Airlines, Delta Air Lines and United Airlines) that Qatar’s financial support for Air Italy’s expansion into the US—the state-owned carrier acquired 49% share in Air Italy predecessor Meridiana in Spring 2017—violates a commitment made by the Qatari government in January 2018 not to initiate new fifth freedom flights to the country.

“Without funding from Qatar Airways, Air Italy would be unable to launch its new service, just as Qatar Airways would not be viable without direct support from the Qatari government,” Lesko wrote.

Qatar, for its part, denies its support for Air Italy is improper, and has characterized the controversy as a manifestation of the major carriers’ hostility to new entrants in the US-Europe market. Qatar wrote in a recent blog post that its investment in the Italian carrier “is the same level that Delta holds in both Virgin Atlantic and Aeromexico, and that Etihad held in Alitalia.”

The coalition of aviation groups is circulating a letter countering Lesko’s, in which they warn staffers about efforts to “perpetuate misleading and inaccurate claims regarding Open Skies agreements in general and, in particular, Qatar Airways.”

“The [Lesko letter] is premised on misleading claims promoted by parties that stand to benefit financially and its fundamental basis is incompatible with the facts regarding Open Skies and contrary to the broader economic interests of the US aviation, manufacturing and tourism industries, and the millions of American customers we serve,” the groups wrote.

Sen. Ted Cruz (R-Texas), who chairs the Aviation Subcommittee in the Senate, has called for a probe into Qatar’s support for Air Italy and previously indicated the subcommittee would examine the issue under his chairmanship. His house counterpart Rick Larsen (D-Washington) has done the same, although so far neither has scheduled a hearing into the matter.

la vicenda sta prendendo un'ottima piega, quella di una polemica tutta interna agli stati uniti, che difficilmente potra' partorire una qualche misura significativa

Insomma, entrambi i membri importanti del sottocomitato sull'aviazione - uno presidente repubblicano e l'altro sua controparte del partito avverso - hanno chiesto un'indagine ma nessuno dei due ha finora programmato un'audizione senatoriale sulla questione. Forse, ma è solo una mia ipotesi, perché un'audizione pubblica porterebbe alla loro tesi più danni che benefici.

Che figura di m***a ragazzi. Se volevano sabotare la compagnia, stanno ottenendo il risultato opposto.

Che figura di m***a ragazzi. Se volevano sabotare la compagnia, stanno ottenendo il risultato opposto.
Bisognerebbe conoscere bene tutti i dettagli della storia, ma se non c'erano motivi tecnici particolari AA, oltre ad aver fatto una pessima figura, rischia che lo sgarbo le si ritorca contro. Perché magari un giorno potrebbe essere lei ad aver bisogno di qualcosa (un pezzo di ricambio, un'attrezzatura specifica) e vedersi opporre un rifiuto. Senza dimenticare che un'appropriata campagna di comunicazione potrebbe far risultare AA come responsabile "morale" dei disagi che hanno subito i passeggeri di IG a causa del fermo macchina, con quello che ne consegue in termini di simpatia verso la compagnia americana.

Al di la del pezzo di ricambio, la cattiva notizia è che AA sta perseguendo tuttora una politica di totale ostilità verso IG.
Mi lascia perplesso anche la dichiarazione in merito ai conti: ai 170M€ di perdite citati dal giornalista, Dimitrov ha risposto che la cifra è sbagliata. Il sospetto è che se fosse stata inferiore, Rossen l'avrebbe fatto notare.
Come in altri casi (AZ in primis), è antipatico trovare nella stessa frase che i conti sono top secret, ma sono in linea (se non sopra) l'obiettivo previsto.
Infine apprendiamo che la flotta dei 330 crescerà di due sole unità nel 2020. Scenario che allontana sempre più dai 10M di pax attesi nel 2022.
