While Airbus has attempted to present the latest report from the World Trade Organization (WTO) into subsidies for large civil aircraft as a reason to cut US import tariffs, trade officials in Washington are threatening the opposite course of action.

Released on 2 December, the WTO report concludes that changes made to A350 and A380 development loans were insufficient to bring European governments into compliance with WTO recommendations.

Citing a “lack of progress in efforts to resolve this dispute”, the Office of the United States Trade Representative says it “is initiating a process” to potentially increase the tariffs, and bring additional products within their scope.

In October, the USA imposed 10% tariffs on large civil aircraft imported from Europe, and 25% tariffs on other products such as Champagne and Scotch Whisky.

That move followed a WTO ruling that permitted the USA to impose $7.5 billion in annual tariffs on European goods as compensation for subsidies received by Airbus from European governments that enabled the development of the A380 and A350.

COMPLIANCE PANEL

As the tariffs took effect, a WTO compliance panel was examining whether the EU and member countries had already taken steps to comply with its recommendations. However, it has now determined that the issues have not been adequately addressed.

“The panel therefore concluded that the European Union and certain member states failed to implement the recommendations and rulings… to bring its measures into conformity with its obligations,” says the WTO.

Boeing calls the ruling “a complete loss for Airbus and its government sponsors”.

Airbus claims, however, that the WTO’s findings should “immediately” prompt a $2 billion annual reduction in tariffs due to the planned cessation of A380 production in 2021.

“The US Trade Representative now should accept the reality that loans made to Airbus in the early 2000s – for the development of a product that is no longer being sold – do not have an impact on Boeing sales,” Airbus says.

However, Airbus also notes that the WTO found the measures to align A350 loan agreements with market conditions were “not sufficient”.

“Based on these findings, Airbus would support to appeal this report,” the airframer states, while aiming “to comply with the WTO recommendations”.

It accuses the US side of not having taken “visible action” to deal with its own illegal subsidies for aircraft programmes including the 777X, 787 and 737 Max.

Airbus is expecting a decision on EU countermeasures, which would impose similar tariffs on US products – including Boeing aircraft – in spring 2020.

FULL COMMITMENT

Although the USA has questioned whether Airbus is fully committed to terminating the A380 programme – arguing that production could continue with a large enough order – the WTO is sceptical of that claim.

“We do not share the [US] view that prospects remain high for Airbus to reverse its decision to terminate the programme, or that it would prove practicable to do so,” the WTO says. It assesses that the A380 is unlikely to generate demand sufficient to justify reviving production after final orders are fulfilled.

Virgin Atlantic’s order for 12 Airbus A350-1000s has played a central part in the latest assessment by the World Trade Organization (WTO) as to whether subsidies influenced the competitive field against Boeing in the commercial aircraft market.

The UK carrier placed an order for eight A350-1000s in July 2016, with plans to lease a further four.

In its evidence to the WTO over the transatlantic subsidies dispute the US side claimed that the Virgin order was one of several “significant lost sales” in the twin-aisle market – along with A350 deals from Emirates, China Southern Airlines, Turkish Airlines and others – which could be attributed to subsidies awarded to Airbus.

While it acknowledges the difficulty in determining which of these orders Boeing might have won, the WTO says – in a ruling on 2 December – that it took “specific note” of the Virgin sales campaign.

Three aspects of the order, says the WTO, were “particularly instructive” to its assessment.

The WTO had previously concluded that Airbus, under a different subsidies scenario post-2013, could not have offered Virgin the A350 for delivery until at least 2022.

But Virgin secured earlier delivery slots, and received its first A350-1000 in August this year.

“All 12 delivery positions to which Virgin Atlantic agreed would have been unavailable in the [alternative scenario],” states the WTO ruling.

Without the A350, it argues, Airbus would have been forced to compete against the Boeing 777 with the A330 – a type which is not intended as a rival in the sector.

“These considerations, taken together, convince us that Airbus would not have won this Virgin Atlantic sale,” says the ruling.

It concludes that the direct effects of launch aid and member-state financing for the A350 programme amount to a cause of lost sales to the US twin-aisle aircraft industry.

While Boeing battles to return the 737 Max to the skies, the future of the airframer’s crucial next programme – its proposed New Mid-market Airplane (NMA) – seems more uncertain than ever thanks to United Airlines’ recent order for the competing Airbus A321XLR.

That deal has left analysts split on the NMA, with some speculating the order suggests Boeing should retreat from the proposal.

“United’s purchase of the A321XLR indicates the door is closing on a new middle-market airplane launch from Boeing,” writes Bloomberg Intelligence in a 5 December research note. “Airbus sales of the A321XLR seem to doom the planned Boeing [aircraft].”

But another analyst, Michel Merluzeau from aerospace consultancy AIR, thinks the A321XLR’s success demonstrates why Boeing needs the NMA, and why it is still likely to green-light the project.

“I remain positive about NMA,” Merluzeau says. “All this makes a compelling case for a new Boeing [midsize aircraft].”

“From a standpoint of product strategy, the absence of NMA is almost guaranteeing the loss of very important customers to the Boeing company,” he adds, citing Delta Air Lines in particular.

The NMA, which industry observers have tagged the “797”, has been an uncertain proposition since Boeing began discussing the concept several years ago.

As envisaged, it would be a widebody with capacity for up to 270 passengers and 4,000-5,000nm (7,400-9,300km) range – fitting snugly between the 737 Max and 787, perfectly suited to transatlantic flying.

In other words, it would replace ageing 757s and 767s.

Boeing has long talked of bringing the NMA to market in the mid-2020s – just in time to satisfy airlines eager to replace older jets.

The three US legacy carriers – American Airlines, Delta and United – are thought to be among the biggest potential buyers, analysts say. Those airlines still operate a combined 383 757s and 767s, Cirium fleets data shows.

Delta, which operates 77 767s, is considered a prime potential NMA customer.

American, Delta and United have each expressed interest in the NMA – particularly Delta – but two of the three have already ordered the A321XLR: American signed for 50 examples in June.

“We are still working through the NMA business case – once we complete that, we will make a decision” Boeing

Until the second 737 Max crash in March, observers generally expected Boeing was close to launching the NMA.

But the Max crisis changed everything, forcing Boeing to first focus on returning the all-important narrowbody to the skies.

“Our focus is on returning the 737 Max to service, however, we are still working through the NMA business case and, once we complete that work, we will make a decision on whether to offer the airplane,” Boeing says. “This is consistent with the gated process we’ve followed on previous development programmes.”

But with the NMA paused, Airbus has swept in, launching the A321XLR in June at the Paris air show. That aircraft will offer up to 244 seats, have a 4,700nm range and enter service in 2023.

The A321XLR has proved a fast seller, with Airbus having landed 450 orders and commitments.

Such demand proves how badly operators want a midsize aircraft and signals a shift in airline preference from a 180- to a 200-plus-seat narrowbody, analysts say.

“We are witnessing a great repositioning of the product line,” says Merluzeau. “The heart of the market is the 321.”

While American's commitment, via conversions of existing purchase rights, was not entirely unexpected, analysts view United’s order for 50 A321XLRs as more ominous for the NMA. After all, United is a 737 Max customer and had no A320neo-family orders in Airbus’s backlog.

“United was seen as a likely NMA customer, so their A321neo order is hardly a promising sign [for the NMA]”, Teal Group aerospace analyst Richard Aboulafia wrote in a 6 December Forbes editorial. “I have doubts about [Boeing’s] proposed new midsized airplane.”

Aboulafia has long noted that widebodies have inherently higher manufacturing and per-seat operating costs than narrowbodies, which creates uncertainty about the NMA’s competitive advantage against the A321XLR.

Bloomberg’s research note says the American and United orders show that “two of the three largest passenger 757 operators have essentially switched” to Airbus.

Delta holds firm orders for 100 A321neos, which could easily be converted to the new variant.

But analysts do not think Boeing will abandon the middle market. Rather, they suspect the airframer may leapfrog the NMA and move straight into developing a 737 replacement – perhaps starting with a 757-sized variant.

BEST ROUTE

“Ultimately it might be the best way for Boeing to contest this segment,” Aboulafia writes.

Of course, it is worth noting that the A321XLR does not address the space currently occupied by the 767.

That is why Merluzeau suspects Delta may still see the NMA as a winner.

As well as its 77 767s, Delta operates 127 757s, according to Cirium data. It deploys 767s to Europe from its Atlanta hub and from several western cities, and from the western USA to Asia.

“The absence of NMA would mean possibly losing Delta,” Merluzeau says.

The NMA is also seen by analysts as a “bridge” aircraft – a way for Boeing to develop its manufacturing and supply chain ahead of a future 737 replacement.

“I believe that is fundamentally still the case,” Merluzeau notes. “The [NMA] is a part of that transformation.”

Airbus to add A321 production capabilities in Toulouse

Following its strategy to keep its overall production system at the leading edge of technology and to increase industrial capacity and flexibility, Airbus has decided to create new A321 production capabilities at its site in Toulouse.

By mid-2022 the current A380 Lagardère facility in Toulouse will accommodate a digitally-enabled A321 line as a step to modernise the A320 production system in Toulouse. The new facilities will provide more flexibility for A321 production, while keeping the overall single-aisle industrial capacity in Toulouse flat.

“We are enjoying an unprecedented high demand for our winning A320neo Family and especially its A321 Long Range (LR) and Xtra Long Range (XLR) derivatives,” said Michael Schoellhorn, Airbus Chief Operating Officer. “In order to optimise the industrial flow, we have decided to increase our global A321 production capacity and flexibility as well as to establish a next generation Final Assembly Line in Toulouse.”

Currently, the only European Final Assembly Line to assemble A321s is at Airbus’ Hamburg site. In addition, the A321 is also being assembled and delivered from Mobile, Alabama, USA.

Toulouse was selected for several reasons such as: overall competitiveness, time to market, investment cost, available floor space and resources. The decision has been communicated to Airbus’ social partners.

The A320neo Family is the world’s best-selling single aisle with over 7,100 aircraft sold to over 110 customers. Within this family, the A321XLR is the latest evolutionary step which responds to market needs for even more range and payload, creating more value for the airlines. From 2023, it will deliver an unprecedented Xtra Long Range of up to 4,700nm and a 30% lower fuel burn per seat compared with previous generation competitor aircraft. For passengers, the A321XLR’s new Airspace cabin will provide the best travel experience, while offering seats in all classes with the same high-comfort as on a long-haul wide-body, with the low costs of a single-aisle aircraft.

parzialmente OT
