Incident: Argentinas A343 at Barcelona on Jul 5th 2014, runway incursion

An Aerolineas Argentinas Airbus A340-300, registration LV-FPV performing flight AR-1163 from Barcelona,SP (Spain) to Buenos Aires,BA (Argentina), had already crossed runway 02 at taxiways K and D and was taxiing for departure along taxiway M for departure from runway 25R. Without slowing the aircraft crossed active runway 02.

At the time a UTAir Boeing 767-300, registration VQ-BSX performing flight UT-5187 from Moscow Domodedovo (Russia) to Barcelona,SP (Spain), was on short final to runway 02 descending through about 200 feet AGL, when the crew initiated a go-around after spotting the Airbus crossing the runway near the runway midpoint. The aircraft positioned for another approach to runway 02 and landed safely about 15 minutes later.

The Airbus departed runway 25R about 20 minutes after the occurrence.

Runway 02 is normally not used and inactive. Taxiways K,E,D,M,N,T and S thus usually can be used without observing the holding points protecting runway 02. The habit of taxiing across runway 02 without paying attention to the holding points for runway 02 has already caused a number of runway incursions.

It later emerged, that following the landing clearance for UT-5187 a runway a crossing clearance was issued to AR-1163 (ATC operational error, in most of Europe runway separation is solely responsibility of the tower, a landing clearance means that the arriving traffic is the only one permitted on the runway, no other clearance can be issued to enter/use the runway unlike e.g. the USA where ATC is permitted to "anticipate runway separation" if the pilots see the preceding traffic and thus turn runway separation to pilot's discretion unless low visibility procedures are in use, hence multiple landing clearances and takeoff clearance can be issued at the same time).

Radar data confirm the Boeing was on short final descending through about 200 feet AGL (less than 20 seconds from touch down, about 1.7nm/40 seconds laterally from the Airbus) when they initiated the go-around.

Aena, the airport operator and ATC service provider, stated that the UTAir Boeing could have continued the landing without any danger, the separation was sufficient. Neither company filed any safety report (editorial note: this statement, although not expressis verbis stating this, suggests that the Airbus was cleared to cross the runway).

On Jul 7th 2014 Aena reported that an investigation has been opened into the runway incursion.

On Jul 7th UTAir reported that the crew was on final approach, strictly following ATC instructions, when the captain spotted an obstacle on the runway, an aircraft crossing the runway. The commander took prompt decision to carry out the standard operating procedure. The airline complained: "According to international rules an aircraft on approach has absolute priority over the aircraft located on the ground" and added that the occurrence is under investigation.

On Jul 7th 2014 Aerolineas Argentinas reported that according to Aena both aircraft were where they should have been. There was no danger with sufficient separation between them. The crew of AR-1163 followed ATC instructions.

On Jul 8th 2014 Spain's CIAIAC issued formal notice that an investigation into the occurrence has been opened, but does not yet provide details, the CIAIAC also did not provide a classification of the occurrence (incident, serious incident) so far.

On Jul 8th 2014 the Russian pilots reported that following the occurrence Spain's ATC apologized to them stating that a clearance to cross after the landing aircraft had been issued after the landing clearance had been transmitted.

On Jul 9th 2014 a (so far unverifyable) explanation was leaked from inside Barcelona ATC stating that the aerodrome was about to shift from night to day time operation. Runway 02 had been active for the night and was about to become inactive for the day operation with both runways 25 active. Incoming air traffic controllers for the day shift operating the ground frequency thought runway 02 was already inactive and cleared the Aerolineas A340 to cross the runway although on tower frequency tower had issued a landing clearance to the UTAir Boeing 767 with a number of more aircraft on final approach to runway 02 (editorial note: this information ties in with the background research results by The Aviation Herald and explains why AR-1163 could not at all be heard on tower frequency).

On Jul 11th 2014 The Aviation Herald received information stating, that the A340 of Aerolineas Argentinas had originally been assigned to take off from runway 07L. The aircraft departed from stand 270 and taxied along taxiways NS, K and D. When the aircraft was between D1 and D2 the runway configuration was switched and runways 25 became active, the aircraft was re-assigned to take off from runway 25R. The crew subsequently turned onto taxiway M to cross runway 02 a third time and was cleared to cross the runway. The crew noticed the stop bars were illuminated and queried ground, the stop bars were promptly extinguished. After the crew checked the approach they proceeded past the hold short line, then the first officer noticed the strobes of an arriving aircraft, the captain accelerated the crossing, the first officer subsequently advised the oncoming aircraft had gone around. The A340 needed to hold at the holding point 25R for several minutes until all aircraft assigned to land on runway 07L had landed, then departed without further incident. There had been no comment from ground control about the occurrence.
